What F1-H means

Gas and electric Whirlpool ranges, freestanding or slide-in, can show F1-H, the WFE515S0ES and WFG525S0HV among them. The guidance is a power reset, and the areas it names are the oven temperature sensor, the control and the wiring. In simple terms, the oven is not receiving or handling its temperature signal properly. The code stays on the display, and the oven may not heat or may fail to hold the right temperature while it is shown.

Is the H in F1-H the same as the H hot-surface reminder?

No. The H alone in the heat setting window means a hot cooktop. F1-H is an oven code with a dash, and it has its own guidance.
